As the July 19, 2025 deadline approaches, mounting global resistance has emerged against the proposed amendments to the World Health Organization’s International Health Regulations (IHR). Countries such as the United States, Russia, Italy, Israel, and Iran have reportedly rejected these amendments, raising critical concerns over national sovereignty, medical freedom, and human rights.


What’s at Stake?


The proposed amendments aim to give the WHO unprecedented authority during health emergencies, including:

  • Empowering the WHO Director-General to declare a “pandemic emergency” without member nation consent.

  • Defining “relevant health products” to include only pharmaceutical drugs, excluding traditional or alternative treatments.

  • Allowing the WHO to influence national legislation and funding in support of the IHR.

  • Introducing new mechanisms that critics argue could bypass national constitutions and override local laws.


A key concern is that if a country fails to officially reject the amendments before the deadline, they are automatically accepted under WHO rules — meaning the new regulations could become binding, regardless of local laws or public opposition.


The Controversy Over Medical Freedom



Opponents highlight past examples, especially during the COVID-19 pandemic, where forced measures — such as repeated PCR testing and mandatory vaccinations — led to reported adverse effects and public unrest. The amendments could give the WHO the power to mandate similar health measures globally, sparking fears of future overreach.


Why Are Countries Rejecting Them?


The ten main objections raised by critics include:

  • Lack of accountability and transparency in decision-making.

  • Potential for human rights violations, especially concerning forced medical treatments.

  • Financial burdens imposed on nations without clear oversight.

  • Threats to national sovereignty and the rule of law.


These concerns reflect a growing sentiment that health decisions should remain in the hands of national governments, with full respect for their constitutions and the will of their people.


What Happens If a Country Does Not Respond?


If a member country fails to formally reject the amendments by July 19, 2025, the WHO regulations will automatically apply — potentially overriding that country’s laws. This automatic adoption clause is a major issue prompting urgent calls for governments to act.
