More monitoring than usual at Massachusetts voting places on Tuesday, November 3, 2026, with hundreds of volunteer observers, federal monitors, and community watchdogs watching Election Day expands around the state.

A coalition of seven nonpartisan voting-rights organizations trained over 750 volunteers for its largest election protection effort, arranging them at least 165 polling places in 30 Massachusetts cities.

The U.S. Department of Justice (DOJ) also requested the election monitors to Boston and Lowell as part of what it called the largest monitoring operation. However, groups such as LUCE had their usual volunteers out and were keeping an eye out for potential immigration enforcement activity.

Despite considerations around ICE, both the ACLU of Massachusetts and LUCE reported that, by mid-afternoon, they had no reports of immigration agents at the polls.

The groups were monitoring for different aspects. Voting-rights volunteers strongly supported voters' access to their ballots and reported problems at polling places, while DOJ officials monitored compliance with federal voting-rights laws.

A Historic Volunteer Effort

The Election Protection Coalition (EPC) has contracted, experienced, and stationed Massachusetts poll observers for over 16 years; therefore, interest this year was unprecedented.

“We have been really blown away by the interest in our program this year,” Olivia Santoro, deputy field director at the ACLU of Massachusetts, told MassLive.

“Participation typically drops during midterm elections,” Santoro continued. “But this year’s heightened political climate instead pushed people to get involved.”

“I think that people are really looking for a way to contribute to, you know, helping to defend our democracy beyond just casting a vote at the ballot box,” said Santoro.

Its bright-yellow-shirted volunteers delivered to 30 cities, such as Boston, Brockton, Cambridge, Chelsea, Fall River, Lawrence, Lowell, Springfield, and Worcester.

According to Santoro, “locations are chosen partly based on voting populations and problems encountered in previous elections, with attention also paid to communities where Black and brown voters and others have historically faced barriers to voting.”

Despite the title, “poll observer”, their job is to help voters.

Volunteers supported inactive voter registration and mail-ballot questions, and watched for problems such as disability access, confusing signage, long lines, and broken machines.

In Brockton Tuesday morning, for example, voters arrived at a library and thought that was their polling place, only to learn it had been moved, according to the ACLU. A volunteer asked to direct voters again.

“Those routine problems are more representative of what observers typically encounter than political interference,” Santoro said. “We are not, you know, worried necessarily about what’s happening here in Massachusetts on Election Day. Adding that observers could actually help ‘dial back some of the fear.’”

ICE Concerns Enter The Conversation

Still, this year’s political climate impacted what volunteers are ready for.

In accordance with Santoro, the basic training remained largely unchanged; volunteers spent more time explaining voter intimidation from both people at polls and government actors. They were trained about the role of ICE, or other Federal officers appearing close to a polling location, as Santoro discussed as a “Trump-era conversation” that involves a LUCE hotline.

LUCE, which said regularly conducts Election Day community helps and monitoring across the polling locations, reported on Tuesday that must be no reports of any criminal activities, they have no received any reported at 3 pm.

“We really haven’t been worried about it,” said Santoro. “I don’t think that, you know, ICE is going to find who they’re looking for at the polls.”

Continuously, Santoro called people’s fears irrelevant and current immigration arrests.

“People are getting arrested every day,” said Santoro. “And so it’s a completely understandable and reasonable fear.”

DOJ Launches its Largest Operation

The Justice Department, however, stationed about 1,000 election monitors and observers nationwide, creating the first time it sent them to all 50 states, and what DOJ identified as its enormous monitoring effort so far.

In Massachusetts, monitors send a request to Boston and Lowell to review compliance with federal voting-rights laws.

Federal monitoring itself is not unprecedented or “troubling, unnecessary” in Massachusetts, as Santoro stated; DOJ monitors have been previously requested to Springfield.

“But we can’t ignore the political climate in which those monitors are being sent out,” said Santoro. “EPC volunteers were told DOJ monitors ‘do not have any more or less access than they do as poll monitors.’”

Massachusetts is not considered a battleground state, as Santoro mentioned. The national political climate shows the ambition residents have and encourages them to participate.

“People are really feeling this desire to go out in their communities and, you know, really protect the democracy that we have here as well,” said Santoro.
