Strategic Alliance: U.S. Private Sector Sets Sights on Sri Lanka’s Graphite Industry

WASHINGTON D.C.  In a significant move to bolster Sri Lanka’s standing in the global critical minerals supply chain, a high-level U.S. private sector delegation has entered talks to explore substantial investment opportunities in the nation’s graphite sector.


The delegation, representing the Montana State Partnership Program, met with Sri Lanka’s Ambassador to the United States, Mahinda Samarasinghe, to discuss a strategic roadmap for mineral extraction and value-added production.


High-Level Delegation and Expertise


The U.S. group featured prominent leaders from both military and industrial sectors, including:


· Lieutenant Colonel Chris Cory: Director of the Montana State Partnership Program.


· Mr. James Mooney: Founder of Mooney Group LLC, a premier U.S. mining firm specializing in minerals critical to modern technology.


· Mr. Chris Dorrington: Representing the Montana Department of Transportation.


The Mooney Group, known for its strategic "hands-on" approach to mining, focuses on resources vital to the semiconductor, battery, and defense industries. Their involvement signals a potential shift for Sri Lankan graphite from raw material export to a sophisticated component of the global tech economy.


A Vision for Value-Addition


Ambassador Samarasinghe reaffirmed Sri Lanka’s commitment to attracting Foreign Direct Investment (FDI) that moves beyond basic extraction. The proposed partnership aims to:


· Transfer Advanced Technology: Bringing U.S. technical expertise to local mining operations.


· Global Market Integration: Utilizing the Mooney Group’s networks to connect Sri Lankan products with U.S. and international markets.


· Elevate Standards: Adopting international safety and environmental protocols to ensure sustainable mining practices.


"This Expression of Interest marks an important step in strengthening bilateral economic ties and enhancing Sri Lanka’s position in the global critical minerals supply chain," Ambassador Samarasinghe remarked during the discussions.


Geopolitical and Economic Significance


As the world shifts toward electric vehicles and renewable energy storage, graphite a key component in lithium-ion batteries has become a "critical mineral." By partnering with a firm experienced in resource optimization across Central Asia and the U.S., Sri Lanka aims to modernize its industry and secure a competitive edge.
